President of the Winace Holding Philippines Inc., Teodoro Haresco Jr. was awarded the Aurelio Periquet Jr. Business Leadership Award by President Arroyo at the 32nd Philippine Business Conference at the Manila Hotel last October 20, 2006 which was organized by Philippines Chamber of Commerce and Industries or more known as PCCI.

Haresco was well-known for his excellent entrepreneurship, from micro-financing of small enterprises on the village level, and rising to a national and global business leadership in the fields of infrastructure and technology. He headed the planning and implementation of the President’s Bridge Program that was accountable for constructing 1,500 modular steel bridges athwart the Philippine countryside.

The project, built in once remote places, introduced a rapid economic progress as these bridges opened up vast areas to agriculture and provided inexpensive and easy transport of products from the rural areas to the towns and cities thus encouraging more production, bringing more income and vitality to the rural population and providing them easier access to education, health and government service.

Haresco extended the project on bridge engineering and international financing to Sri Lanka, Cambodia, Papua New Guinea, Siberia and other parts of Asia subsequently after his success in managing the bridge program and bringing affluence to the Philippine rural areas.

Ted Haresco has initiated business ventures in the Philippines. He has established WinSource Solutions, Inc., a call center outsourcing subsidiary; Winace Land Development Corp. Inc.; Boracay I-land Group Inc., Chaikofi Corp., Technostrat Corp., Winserve Risk Management Consultants Inc. He chairs all these business enterprises with Winace Holding Phils., Inc., as the major holding corporation.

Before he ascended to the position of business development director of Mabey & Johnson of the United Kingdom his business knowledge already includes a stint as country sales director for Tandem Computers (USA). He is also an associate of the Jaycees International inc. and was the director of the Manila Jaycees Senate from 1996 ton 1998. His name was also included in the book entitled "The British Legacy in the Philippines", with President Arroyo, former President Fidel V. Ramos and Jose Rizal as among the most outstanding and notable Filipinos.

Teodorico Haresco is a builder of futures

He is cited in the book The British Legacy to the Philippines: 425 years of Philippine-British Relations, as one of 19 Filipinos who have contributed directly to Philippine development through work driven by commitment, dedication, and nationalism. His name is among those of national hero Dr. Jose P. Rizal, Gloria Macapagal Arroyo, and Fidel V. Ramos.

He is responsible for conceptualizing and bringing to fruition the Philippine's President's Bridge Program (PBP), a bridge infrastructure program designed to spur the country's much needed rural economic development. In a country characterized by vast arable tracts of land separated by waterways, bridges are crucial in efficiently connecting markets, reducing time and cost to produce and transport goods. To date, the PBP survives as the country's only dedicated bridging project, and Teodorico Haresco's efforts have been crucial in erecting 1,589 units in an archipelago that has placed the need at over 14,000.

Teodorico Haresco was a vital factor in the Special Zone in Peace and Development phase of the PBP, dubbed Bridges of Hope. Under his watch, the project completed 526 bridges nine months ahead of schedule, with no cost overruns. In fact, the resulting materials savings were utilized for more bridges.

It is said that imitation is the sincerest form of flattery. It is also an unofficial acknowledgment of a program's success. The PBP now serves as a model being duplicated in Sri Lanka, Papua New Guinea, Cambodia, Siberia and other parts of Asia.
